Patrick Starr, Executive Vice President

Patrick Starr serves as Executive Vice President and leads the southeast regional office (serving Berks, Bucks, Chester, Delaware, Montgomery, and Philadelphia Counties) located in Center City Philadelphia.  With a staff of 10 employees and an annual budget of nearly $1.2 million the office manages more than a dozen projects.


Major initiatives under Starr’s direction include the Tidal Delaware Initiative (ecological restoration and recreation), building the East Coast Greenway (a 3-county 70 mile trail multi-purpose trail), Urban Stormwater Management (BMP implementation and regulatory compliance) and Philadelphia Sustainability (green infrastructure, riverfronts, and transit-oriented development).


Related to his work, he serves on numerous task forces and boards including Mayor Nutter’s Sustainability Advisory Board, Delaware River City Corporation, the Central Delaware Advocacy Group, GreenSpace Alliance, and the TTF Watershed Partnership.  In years past, he co-founded the Delaware Valley Smart Growth Alliance, chaired the Delaware Valley Regional Planning Commission’s Regional Citizens Committee, and served on the board of the Schuylkill River Development Council.


He works in partnership with numerous agencies of government including the U.S. EPA, PA DEP and DCNR, DVRPC, SEPTA, as well as, numerous municipalities including the City of Philadelphia.


Previous to joining the Council, he was Public Affairs Director for the Philadelphia Department of Streets, and Director of Civic Issues for the Foundation for Architecture.


He resides in Center City Philadelphia, and is a lifelong Pennsylvanian having grown up near Chambersburg, Franklin County.
